Fowl is a toucan, like Hal, in fact, he is Hal's brother! He is VERY crazy. His beak is flipped inside out, and can inflate his disgusting, yellow tongue, but whenever he does this, Bubbles gets mad. Fowl has been known to go through a Jekyll-Hyde sort of thing, one minute, he is just Hal's brother, the next he is Fowl. Fowl does not speak perfect English, for example, if he would try to say "Ha, Ha, Ha", it would come out as "Heh, Heh, Heh" More coming soon!...
