umm maybe he's inactive. We haven't been quick to add Birdipelago into Piggy Island because he's never officially stated it's part of Piggy Planet.

that's not how category renaming works. You're a content mod, you should know that. I'm sure you just forgot, I don't see how you could add a long-named category like "Countries on Piggy Planet" on accident. Also you recently edited the page just to add the category "Piggy Planet."

That was because the other one was there, either way, I don't remember doing it so I do think it was an accident.

Even if he did I wouldn't be much help as I don't have time to work on huge projects like that anyway, only give guidance as to what I want.

Utkar was randomly promoted by Matrix. I think Pinga Bird's promo was because they were devoloping a new age and needed new admins, and Pinga joined recently and was thus promoted.
